A State’s Attorney must meet the standards set by the United States Constitution, The Illinois Constitution, the Illinois State’s Attorney’s enumerated statutory duties, the Illinois Rules of Professional Responsibility, the common law, and the court, with the U.S. Constitution as the supreme authority. It is the responsibility of any criminal prosecutor to endeavor to always do justice, rather than simply obtaining convictions. Protection of the public and the well-being of the community guide the Warren County State’s Attorney’s Office (WCSAO)  in executing the mandates imposed by law. The WCSAO continues to streamline its operations by leveraging technology Policies and procedures are constantly being evaluated to ensure they are commensurate with evolving legal, technological, ethical, and professional standards.

The WCSAO is obligated to advocate the interest of Warren County and promote the best interest of the County, ethically. The WCSAO is responsible for prosecution of all asset forfeitures, conservation offenses, county ordinance violations, criminal and traffic cases, juvenile delinquency petitions and juvenile abuse/neglect cases in Warren County. The WCSAO represents county offices in civil litigation and property tax cases, works with various agencies and service providers, and acts in an advisory capacity for the Warren County Board and various committees.

Submit a FOIA Request to the Warren County State’s Attorney’s Office

• The information you are seeking may be immediately available on the Warren County website or through other open sources, not requiring a FOIA request
• Some records are exempt from FOIA entirely, and other records may be redacted to comply with certain statutory limitations. In some cases, unredacted records may be obtained from other sources, which cannot be obtained through a FOIA request.  
• It is important to identify the appropriate public body to obtain the information you are seeking. All FOIA requests must be directed to the FOIA officer for the public body possessing the records sought by your request. If a public body does not possess the information sought, the response will indicate that fact.
• To make a FOIA request, you must contact the appropriate public body’s FOIA officer by submission of a request in writing. The request can be submitted by hand delivery, U.S. mail, email, or fax. Due to the unreliability of fax communications, this office recommends using one of the other methods.
• You may be asked to narrow or make more specific vague or voluminous requests.

Copying and Reproduction Fees

The first 50 pages of are free (black & white)
A charge of 15 cents per page will be imposed thereafter (black & white)
A charge for the actual cost of copying will be imposed for all color copies

For voluminous records maintained in PDF format the cost of reproduction is as follows:

• $20 for less than 80MB
• $40 for more than 80MB but less than 160MB
• $100 for more than 160MB

For other voluminous electronic records, the cost of reproduction is as follows:

• $20 for less than 2MB
• $40 for more than 2MB but less than 4MB 
• $100 for more than 4MB 

The actual cost of any disc or other media on which records are produced may be imposed. 

Production of records may be subject to search, retrieval and redaction fees.

All records are subject to other provisions on FOIA relating to reduced or waived fees.

Search and Redaction Fees

The first 8 hours are free. A charge of $10/hr. for searching, retrieving or examining the record for necessary redactions will be imposed thereafter.

 Appealing a Denial of Your Request

If you have been denied records to which you believe you are entitled, you have a right to have the denial of your request reviewed by the Public Access Counselor (PAC) at the Office of the Illinois Attorney General. 5 ILCS 140/9.5(a). You can file your Request for Review with the PAC by writing to:

If you choose to file a Request for Review with the PAC, you must do so within 60 calendar days of the date of any denial letter (5 ILCS 140/9.5(a)). Please note that you must include a copy of your original FOIA request and this denial letter when filing a Request for Review with the PAC.
